Larry Chilcoat with his partner, Geisha, in Vietnam in 1969. Chilcoat, who lived in Victoria for 40 years before retiring from DuPont and moving to Rockport, worked to get a memorial built to military dogs. The monument was dedicated at Lackland Air Force Base in San Antonio on Monday.
